The most persistent demand made of Finance Minister Paschal Donohoe in the run-up to Budget 2026 has not been to reduce Vat on hospitality, add cost-of-living supports, or even cut back on spending.

What the minister has been asked most often is to help unlock some of the €165bn squirrelled away in household savings so it can turbo-charge the economy by backing everything from Irish tech start-ups to housebuilding.
