Just over a year ago, the former Italian prime minister and European Central Bank president Mario Draghi unleashed a 401-page report warning about the decline of European business, blaming red tape.
He said that Europe as a whole is over-regulated, killing competitiveness and getting poorer. Watching this happen had become a “slow agony”, he observed.
