‘Damned if you do and damned if you don’t’ sums up the legacy finance ministers leave behind when it comes to public expenditure in good times.

As Paschal Donohoe prepares to pack his suitcase for the World Bank in Washington, he is being criticised on both sides of the argument about whether he really was “prudent Paschal”.
